? what are his plans to rent another voting debacle in congress? >> reporter: good morning, alex. white house officials say that the president is pleased that congress passed the first round of relief aid. having said that you are absolutely right, the bulk of it, $51 billion needs to be passed, so the president the white house, pressuring the congress to get it passed quickly on the 15th of the month. and president obama reached out to governor chris christie, governor cuomo and reiterated support for the relief package. i expect him to engage in similar outreach and speak publicly about it. release a statement about getting it done. and so many officials there in that region have stressed this is vital to the folks who are really still suffering in the wake of hurricane sandy. you will see president obama to some extent engage in getting this passed quickly. >> he talked about his approach to reducing the deficit. let's take a look at this. >> i believe we can find more places to cut spending without short changing things like education, job training, research and technology. all of w

? >> well, alex, it was very interesting. the words that the president used he kept saying several times not only is the war for americans going to come to an end by the end of 2014, which we all knew, but as soon as this spring america is going to allow the afghan forces around the country to take the lead in securing their own nation. that's moved up the timetable by a few months. what that seems to signal was we may be able to remove the 66,000 u.s. troops that remain at a faster pace, maybe even before the end of 2014. the question is, how many troops will the white house decide to leave in if any on a training and support role in 2015 and beyond. that's still under sort of negotiation and deliberation at the white house. but what's interesting is it seems like voices inside the white house that want a smaller force left there if any, maybe as few as 2 or 3,000 or even zero, those are maybe being emboldened from the way the president talked about moving out more quickly. >> let's talk about i guess the legacy of this president. if he accomplishes a successful withdrawal from afghanis

actions because they have been bullying alex for so long in front of so many adults with no repercussions and so my presence became irrelevant, like, over time having filmed throughout a year in the school, you know, a guy with a small camera, kids really forgot about that really quickly. and you saw just normal life behavior go on that they would do on any given day. and so i think what's really intense about that is how normal it can be in a school where the climate is poor where bullying thrives and lives and is tolerated in all sorts of subtle or more obvious ways, just how easy it is for those kids to behave that way. so it's a very telling scene and from my perspective, you know, we broke the rules of documentary film making afterwards and we took that footage to the school and to alex's parents and it really changed the course of the movie. those of you who have seen the movie really know things shifted after that point. but it was really hard to be on that bus and to see that happening to alex. >> having seen the follow-up to what you're talking about, i want lee to tell you about

stunt shut down a busy oakland freeway saturday afternoon. ktvu alex savidge is in oakland with the video and the search for the drivers. alex. >> reporter: and this morning the chp is investigating this freeway side show. it happened right in the middle of 880 in this area of the freeway right next to the coliseum. and it was in the middle of the day only saturday. the dangerous stunt was captured on video. this is the video that was posted on youtube over the weekend. it shows several cars doing donuts right in the middle of the freeway. at the time traffic bus brought to a standstill. the video lasts less than two minutes until someone yell out five-o. warning that chp officers were on the way. everyone hops in their cars a and takes off. they were not able to catch the people involved in this stunt. other drivers that have scene the video are concerned. >> i would hope that whoever is responsible that highway patrol or whomever do what they need to do to make sure it doesn't happen again. >> reporter: the chp has tips which they hope will lead them to the drivers that shut down
